If so, then it can join the Palestine Liberation Organization in negotiations for a two-state solution. A two-state solution means alleviating the severe poverty and high unemployment afflicting Gaza. But the Vatican is right, a process for a two-state solution will have to depend on the status of Israeli settlers living in the West Bank. Either they can leave and go back to Israel before 1967, or stay and become citizens of Palestine. But the partition of 1947, is what the framework must be based on.
